In 2015, Attorney Monique Y. DeLapenha brought her considerable talents and expertise to the firm’s real estate development and public finance practice. Attorney DeLapenha previously served as General Counsel to the Philadelphia Housing Authority and has accumulated over twenty-five (25) years of legal experience, including previously serving as a bond attorney and partner at the nationally recognized firms of Ballard Spahr LLP, Wolf Block Schorr & Solis-Cohen, and Duane Morris. Her bond counsel work includes transactions for the Commonwealth of Pennsylvania, as well as various local and state agencies. Attorney DeLapenha has negotiated and drafted preliminary and official statements, trust indentures, bond purchase agreements, loan agreements, opinions, and other bond related closing documents in connection with short and long-term tax-exempt and taxable debt obligations.
Attorney DeLapenha has also demonstrated considerable legal expertise in the financing of multi-unit residential development projects. Attorney DeLapenha has provided counsel in connection with complex financings involving multiple sources of debt and equity, including low-income housing tax credits, tax-exempt bonds, and conventional and public debt sources. Attorney DeLapenha’s real estate finance practice consists of, among other things, advising governmental entities, tax-credit syndicators, and private for-profit and not-for-profit developers in connection with the financing, structuring and construction of real estate development projects. Attorney DeLapenha has represented various parties in connection with the development and financing of affordable housing under various United States Housing and Urban Development (“HUD”) programs, including HUD’s mixed finance regulations, the Rental Assistance Demonstration program, and the Capital Fund Financing Program.
